ALGIERS – Tuesday, 15 August 2023 (APS) – Army General Saïd Chanegriha, Chief of Staff of the People’s National Army (ANP), took part on Tuesday, by videoconference, in the 11th conference on international security in Moscow, according to a statement issued by the Ministry of National Defence (MDN).

The Army General, who is taking part in the work of this international conference at the invitation of the Minister of Defence of the Russian Federation, “followed the opening speech given by the Russian President, Vladimir Putin, and listened with great interest to the speeches by senior military and security officials and experts, representing States from different continents,” said the source.

In his speech, the Army General conveyed the greetings of the President of the Republic, Commander in Chief of the Armed Forces and Minister of National Defence, to the conference participants, wishing them success in their work.

He also expressed “his thanks to the Russian Federation for this invitation, which provides an opportunity to outline Algeria’s approach to addressing the security challenges and threats facing the Middle East region and the African continent.”

“First of all, I am pleased to convey to you the greetings of zAbdelmadjid Tebboune, President of the Algerian Republic, Commander-in-Chief of the Armed Forces and Minister of National Defence, and his best wishes for the success of this conference, particularly in terms of identifying proposals and ideas to strengthen international peace and security,” he said in his speech.

The Army Chief of Staff further expressed his “thanks to the Russian Federation, a friendly country, for the invitation” to attend the eleventh session of the conference, in his speech on “The military aspects of security in the Middle East and the African Continent,” in which he set out Algeria’s approach to addressing the security challenges and threats to which the region is exposed.

Algeria is convinced that the only way to deal seriously with the crises that are fuelling instability and international and regional insecurity is to respect international legality, away from any foreign interference or attempts to create instability,” he said.

“It is time for the international community to become aware of the importance of preserving international security, by seriously addressing the causes of crises that lead to instability and international and regional insecurity,” he added.

This requires respect for international legality, as well as the provision of the necessary aid and support to African countries, to enable them to develop their own inclusive solutions and take control of the continent’s problems, in a sovereign manner and free from any foreign interference or attempts.”

At the end of his speech, the Army General said that Algeria “aspires, through its participation in this conference, to develop a constructive and fruitful dialogue and to enshrine a common and multidisciplinary understanding, able to promote peace and security.

The Chief of Staff of the ANP also thanked Russia for “the excellent work in organizing this conference, and hopes that it will result in tangible progress in favour of global peace and security.”

The 11th Moscow Conference on International Security “addressed, through analyses and studies, the many security challenges facing the world today, particularly in the light of the resurgence of threats and risks caused by the situations of insecurity in ertain regions of the world, and tackled the possible solutions and measures to be adopted, in coordination with the various international players,” concluded the source.
